But by the 20th century's end, the festival had grown and changed almost beyond recognition; indeed, what one knowledgeable local observer calls the 'Time Warnerization' of Montreux is quite evident here in this two-CD 'document' of the 1999 Festival. The idea here is to update the Jazz At The Philharmonic tours and CTI All-Stars concerts by gathering a bunch of Warner Bros.

Contracted musicians - all of whom operate in the smooth jazz arena in the States - and turning 'em loose in various combinations in the hope that something ignites. Some things do ignite, but there is also a lot of over-polished, under-powered music here, for some of the musicians evidently couldn't shake off their Stateside shackles. One tune that does get very hot is the 11-minute jam 'Always There,' with a crowded front line of Rick Braun, Kenny Garrett, Boney James, and Kirk Whalum clearly lit up by Larry Carlton's sharp rhythm guitar and George Duke's funky-butt clavinet comping. Garrett's smokin' rhythm section rouses his badder self on 'Wayne's Thang'; and in a salute to his famous 1991 Montreux gig with Miles Davis, Garrett quotes Miles's 'Jean Pierre' on the way out. In another reminder of Montreux' past, Carlton slyly invokes Eddie Harris's 'It's Cold Duck Time' (from the epochal Swiss Movement) while Whalum provides the blunt edge. There are some flickers of welcome against-type programming as Fourplay does a nice job with another bit of Miles ('Four') and Kevin Mahogany gets an exciting, growling thing going in 'Yesterday I Have the Blues.' While virtually all of festival's historic events occurred in Montreux' cozy Casino ballroom, now the concerts take place elsewhere, mostly in the new Auditorium Stravinski and adjoining Miles Davis Hall.

And as befits the genre, some unspecified, sleight-of-hand overdubbing in Los Angeles also takes place, so this may not be exactly the way it was. The album's other high-profile cover, 'Bridge Over Troubled Waters,' features the ideal setting for Flack's airy pipes with a tasteful backdrop of strings and a chorus featuring soul songstress Cissy Houston (Whitney's mom). Switching from this hushed sanctity, Flack digs into some groove-heavy southern soul on 'Go Up Moses,' 'Sunday and Sister Jones,' and an amazing version of the Bee Gees hit 'To Love Somebody' (this perennial number has been done by everyone from Rita Marley to Hank Williams, Jr.). Flack finally completes the modern triumvirate of southern music, adding the country tones of Jimmy Webb's 'See You Then' to the Quiet Fire's stock of gospel and soul.

Hip-hop collective has maintained a sterling reputation in the West Coast conscious rap underground since the mid-'90s; this, their second official studio release, features a front-to-back production job by crate-digging legend Madlib. Consequently, the beats are consistently fascinating and funky as hell, even when the lyrics slide by without making much impression.

Most of the rappers (including guests like Talib Kweli, Planet Asia, and Sick Jacken) limit themselves to discussing their weed consumption and sexual mastery, with occasional digressions into violence or mere metaphor-flexing braggadocio. That's fine, though, because again, the production is fantastic. The tracks shift from old-school funk to weird hiss-and-pop interludes with incomprehensible vocal snippets on top to collages that are so unique, it's hard to imagine how Madlib even conceived of putting them together. From a purely instrumental standpoint, this album is the equal of the Beastie Boys' Paul's Boutique, but without the recognizable hooks - every sound here is ultra-obscure and the more entertaining for it.

Only glimmers of the Brand New Heavies' trademark dancefloor suss peek through soulless, over-produced pop songs like 'Need Some More,' and the weak-tea ballad cover of Jimmy Cliff's 'Many Rivers to Cross' was simply a bad idea. On Skunkmello, he finds joy in moving from style to style, and even improvising by throwing several things into the mix to see what will happen.

The collection kicks off with two covers, the first a rewritten version of 'Natural Born Eastman' followed by a take on 'Goin' Down Slow.' The first moves at a brisk pace, fired by Davis' gruff vocal and backed by a spry acoustic mix, while the latter delves deeply into electric barroom blues. There's fancy claw-hammer banjo on 'Shaky Pudding,' and banjo blues on the lazy 'Po' Boy, Great Long Ways from Home.' To the average blues fan, this eclectic approach adds variety and keeps the collection intriguing from beginning to the end. Purists, on the other hand, may question Davis' loose approach, combining both new and traditional elements in his blues stew. It's easy to gain the impression that he wants it both ways: a sound and lyrics that evoke elements of the past (gruff vocals, songs about shaky pudding), but that is really no more than an approximation of it.

Davis deserves points for moving beyond the typical blues recording, but Skunkmello remains too dependent on a clean version of traditional blues.
